Surat Thani province covers the three Gulf islands most travellers mean when they say Samui: Koh Samui, Koh Phangan and Koh Tao. Together with the mainland, it has 713 licensed cannabis dispensaries, the fourth highest count in Thailand.
Koh Samui has 271 licensed shops, led by Chaweng with 99, then Lamai, Bophut and Fisherman's Village, and the Bang Rak and Choeng Mon side of the north east. Koh Phangan has 182, with 36 of them around the Full Moon beach at Haad Rin. Koh Tao has 51. The rest are on the mainland, around Surat Thani city.
I spent a large part of 2026 on Koh Samui, and the islands reward a little homework. Keep your PT33 and your receipt with you when you take the ferry between islands, and never carry more than your prescription covers. The party beaches do not change the public consumption rule: a beach is a public place, and the fine is up to 25,000 baht there as anywhere else.
The government has suspended or revoked these licences. Buying from them is not legal and puts you at risk, whatever the shop says. Pick a shop with a valid licence instead.

From DTAM's Medical Cannabis GIS, licensed retail outlets only (updated October 2026). A licence shown as valid means the shop is on the register, not that we have visited or recommend it. For the shops that passed every test, use the curated lists.
